Urban Renewal 

The purpose of urban renewal plans is to transform sites and districts through coordinated development that shifts economic value for an entire area. Urban renewal plans help reverse conditions of blight that the private market has been unable to address in an area that is substandard or deteriorating. These conditions of blight may be due to the physical conditions of buildings and sites within the area, economic conditions specific to the business and real estate markets of that area, or a combination of the two. Physical conditions that make development by the private market difficult may include deteriorated structures; environmental hazards in buildings or on sites; development patterns, such as parcel sizes, locations, and shapes, and overcrowding of buildings; public infrastructure that is in poor condition or insufficient; or any combination of these elements.

Harriman brings creativity to the process of urban renewal planning in defining the public action or actions that could be undertaken to address the specific conditions identified in the planning process. This creativity requires a rigorous analysis of existing conditions, which include community input, GIS and other spatial data, physical verification of onsite conditions, and specialized analysis such as market studies.
